Important for lessors: incoming "coupon dry"

Parte già quest’anno la tassazione alternativa dei canoni di locazione, introdotta dal D.lgs sul federalismo municipale.
C’è l’imposta municipale, propria e secondaria, operativa a partire dal 2014. Anno in cui cambierà anche la tassazione d’atto sui trasferimenti immobiliari. Lo schema di decreto legislativo sul federalismo municipale, per il quale si è appena votata la fiducia alla Camera dei deputati, presenta, però, anche provvedimenti che incidono fin dal 2011 sul sistema tributario italiano. Uno su tutti, la oramai famosa “cedolare secca” sugli affitti.

Cedolare secca: tassazione affitti a doppia strada
A partire da quest’anno chi (proprietario o titolare di diritto reale di godimento), al di fuori dall’attività d’impresa o di lavoro autonomo, loca immobili a uso abitativo - ed eventualmente, insieme all’appartamento, le sue pertinenze - può scegliere di tassare i canoni con un’imposta sostitutiva dell’Irpef e delle addizionali comunale e regionale, nonché delle imposte di registro e di bollo sul contratto di locazione, del 21%. Misura che si abbassa al 19% per i contratti a canone concordato relativi a immobili siti nei Comuni con carenze di disponibilità abitative (individuati dal Dl 551/1998, all’articolo 1, lettera a e b) e in quelli ad alta tensione abitativa.
